    Vanguard is name of a family of mutual funds.   They are an actively managed mutual fund, meaning that all stocks selected within the fund are subject to constant review by the team of managers and analysts.  Your question does not make sense in that it implies that some stocks are not actively managed while others are.  They ALL are.
