In order to install Outlook Express you need to have its setup file, which can be downloaded at websites such as those found at the following links:
http://www.softpedia.com/get/Internet/E-mail/E-mail-Clients/Outlook-Express.shtml
http://www.tucows.com/preview/194179
Once you have the setup file double click it and follow the installation instructions.
