    what should the church do if the deceased pastor and wife's daughter shredded the financial bank records

    Hire an attorney and/or a forensic accountant.  Something is very wrong when a church decides to destroy financial records.  The pastor's wife and daughter know something that others do not know....yet!

    I would wonder how the deceased pastor did any shredding?

    Involve the police in the matter. Theft is theft. The police can determine if a crime was committed or not. The bank has records and statements and those records are not shredded.
