Most phone services have an international plan but there is a monthly fee. It also may depend on the country you wish to call. If you have family in a foreign country that has a broadband internet connection, a voip phone service may be of interest to you (Vonage probably being the most popular). If money is an issue, Magic-Jack may be your solution.

A friend of ours has a deal from talktalk that includes this. I don't know the details but it's worth checking out. They ring Australia from the UK for free
