Mothballs work. Use yogurt or sourcream containers and poke holes. in lid. Scatter around fence or borders every 2-3 feet.

I've heard of putting moth calls in the garden.  I hate the odor, it would work for me!

i have heard of putting dry pepper flakes on the ground. the cats don`t like the odor. i really don`t know if it works.  

Yes mothballs are the answer but as josie said lions poo really does work and if you cant get it I think you can get off the internet good luck

One extremely effective method is to put big cat (eg Lion) poo in the garden. I live next to a wildlife park and able to source this wonderous stuff. I used to have this problem, now cats won't come anywhere near my garden!!
