Asking for the best doctor is like also asking who is the worst doctor.  I don't believe there is an answer for that, it is assumed that every doctor has gone through the medical training to be on par with modern technology, as a matter of fact, it is required that every doctor be trained on the latest.  You can only receive recommendations from patients that have 'hired' a particular doctor to treat them.   Sometimes that is not a good source either.  A patient that would go through a terrible painful surgery will be quick to blame their doctor. Even though the discomfort would be expected.  Anytime a surgeon performs surgery there are expected risks involved.
