Is it normal behavior for a husband to cater to and take his sisters side before his own wife?

No. You are his family now. He needs to break the old family strings and concentrate on the family he created when he married you. In other words, it's time for him to be a grown up, self reliant man without the need to have his family's approval.

It shouldn't be that way but, I don't know the whole story either.....

I have know idea in what instants he is taking sides... Could she be right? Also how is he catering to her?.. How old is she???  I have 5 older brothers that have back bones they will acknowlege if I am right.. we are acctionate, and if I need them they will be here for me.... Not that I would ever ask for help.

    He will be in trouble.

Blood it thicker than water especially if the sister is RIGHT

His sister is not going to be there for him the way his wife will be. Birds have to leave the nest for a reason. The same applies to people.
