We got one too. If you read the back of the voucher, it says that they are neither affiliated with Carnival nor Norwegian cruise lines. It looks like a travel club company soliciting "90 minute seminars" to bait potential travellers, etc.....
Also, there are no logos present anywhere on that cheap paper.
