      Go to your town hall, ask about parking and zoning. See if there's a law in your state requiring apartment buildings to have handicapped parking.

        I don't think we can help you with this problem.Go back to the complex manager(Not the secretary) & keep asking.The squeaky wheel will always get the most oil.
