      No. It's called Earned Income Credit for a reason. You had to have earned an income.

        If you are asking about welfare, you may qualify, but I agree with Colleen.  How much more can we do for those who will not, or cannot work?  These entitlements are going to be decreased in the future, if the republicans have anything to say about it....
