Laws differ from one jurisdiction to another. Whichever level of gov't looks after rent control in your area, has defined regulatory provisions that govern both the landlord and the tenant.
If you're not sure who or where to start, contact your local city hall and they will guide you to the proper authority. Even if there is no legislated rent control in your area, there ARE guidelines for both parties to adhere to (as loose and vague as they may be)
