Where I live (in Connecticut) every town has a "Tree Warden". I would suggest going to your local town hall and start your search for a tree warden there. They will know how to advise you or refer you elsewhere. Good luck!

This is a great suggestion. Your town hall should be able to let you know if it can removed. If you do get the permission, I would try to find help to remove the tree. http://www.northshoretreeservices.com
