The new figures show that the authorities have not succeeded in efforts over the years to end halfway house escapes. Officials pledged to make a special effort to solve the problem six years ago when 1,530 inmates walked away in a year.
When there is an escape, Brown said, it is reported to the D.C. jail, which records the escape and alerts area police, who issue an all-points bulletin. The U.S. marshal's office also is contacted, and a warrant is issued.
