    Read the 2nd paragraph of the DoA, "... to secure these right, governments are instituted among men, deriving their powers from the consent of the governed. " 


    You really have to read the entire Declaration of Independence but in a nut shell, it is a frame work to secure the means to obtain "life, liberty and the pursuit of happiness."
