I'm sure I don't really know, but the idea of both parents OK'ing a passport for their minor child is a really, really good idea.

My friend's sister was married to a man from a different country.  While they lived in HER country, they had three daughters and divorced.

One day, instead of returning the girls to their mom after visiting, he put them on an airplane with him and they flew to his homeland.

There they remained for over 12 years, thinking their mom had abandoned them.  Mom had spent the entire time trying to get them back.  The girls and their mom were reunited this year, but it is as difficult as you might imagine.

This is a good reason for two parent consents to passports.
