They can,.... i do sometimes, especially painting the lower lashes. It's just easier to open your eyes wider to apply mascara with the mouth open, it relaxes the muscles around the eyes more and you can raise your eyebrows higher to be able to paint the lashes without getting it on the surrounding skin. I've thought about that, too!
