REALLY? You are really asking that question?
Breasts don't "grow" on a man or woman; they develop. Without looking it up (because I don't look up my answers for here.....you can probably tell), I would suspect that a woman's breast development has much to do with hormones.
I would suspect a man's breast development has something to do with hormones, and it does seem that guys who tend to be overweight/obese have noticeable breasts more often (not exclusively) than men who are thinner or closer to a healthy weight.
If you are really anxious to have man breasts, you could probably have implants, just like women do.
