you have to take her out till she does both, crate train her, never allow her to stay in a dirty crate. Let her out of the crate when you can give her attention. You can train a dog in 30 days. This is from a dog trainer, not me. Yorkies are slow at learning, they tend to be stubborn. Start taking her out every few hours and build up. Remember she doesn't come back into the house till she does both.
