    Where can I go on the web to have an octagon drawn for me that has each side equal to one and 9/ 16ths of an inch?

        Why do you need to have a web design that for you? Draw yourself a plus + and then dissect it with an x. Go out until you reach your 9/16 of an inch. Then you have it.
