Follow the money. From 9/11 who got boosted first and what got cut? When I see who got funded my conspiracy bell goes off and I start thinking those who got the money also made the problem in order to get funding. I know that if you look for evidence of a conspiracy you will find it because you believe that it is there. Belief makes perception and so all the evidence lines up on those who were involved by not ringing the alarm bells in time and by those who funded the perps through innocent sounding charities. 

If  was  done by us here in the usa,,, It would be the WAR MONGERS... Just follow the money trail. Think how many wars have we started in  just the last few Presidents.???
