    I'm not a horticulturist, just a weekend gardener but as i remember, they will not regrow after a frost. if you mean grow larger and take over the garden, i would say yes but depends on your climate, how long the growing season last.  I planted mint about 10 years ago, one little tiny plant and it has take over my whole yard.  I am constantly pulling them up.


     

    Basil will not send out rhizomes as some other plants do to propagate.  They may reseed themselves, if allowed to go to maturity and do that.  If your climate is not too cold, they may go dormant, and come back next spring.
