Laptop computers work off their battery power when not connected to the electricity.
Either your computer's battery was not charged (you need to plug in the computer to the electricity for a certain amount of time to charge the battery fully) or the battery malfunctioned. If you keep the laptop constantly plugged in to the electricity, the battery power is depleted and it can no longer charge, so the computer won't work when not connected to the power.
Another reason could be that if your laptop was connected to the electricity when the power went out, then the power surge might have caused a glitch the battery.
