      I am not sure if laws very from state, in Memphis, this has happened to my best friend, and each homeowner paid for they're own repairs by filing a homeowner's claim.  She had the tree, and it fell to the neighbor's to file against they're homeowner's insurance.  It is known as an act of God.

        Your neighbour should log a claim with his insurance & you should do likewise.The insurance companies will fight it out.
