I would say YES.
Mexico's drug wars are mainly in the central and western parts of the country. This doesn't mean a few "bad guys" could not be in the Cancun area. Mexico relies on a SAFE and SECURE Cancun for the millions of $$$$$ it generates for its economy so its police presence and diligence keep this beautiful part of Mexico relatively safe.
I've been there 4 times and never had any problems.
