    I have 120 volts on the hot side of my breaker but only 46 volts at the outlet. What can be the problem

    You either have faulty wiring or someone has wired another outlet on the same line improperly. You need to get it repaired! Try unplugging everything which is plugged into that line.

    upgrade outlet to recieve more voltage w/ ground fault breaker !
