    It's a file created by your operating system when something serious happens to it and it has to recover itself. Typically this is due to a virus attack or maleware. It has to dump files after a crash in order to correct the issue and repair damaged files. It stores those files in that folder. These files are not needed for the operating system to operate correctly or are the original copies of damaged files that got "repaired" when crash recovery created a shadow copy.
