      This sounds like a Dermatologist issue to me.  Eucerine is a good cream and is sold over the counter.  No perfumes or anything like that in it.  Cow Udder Creme is good too.  Butt Creme is good.  If is doesn't go away please go to the Doctor.  Could be eczema or something like that.
