Actually the meanest man may not be a man at all! There were and are some terrible mean women as well.
That's a difficult one, I am not old enough to comment on meansters before my age of reason but in my time, I would say Saddam's son was one of the meanest I can say I have read about but these are world known people, Hitler was bad but his henchmen were worse, they pulled the trigger. There are mean people all over, most we never hear about.. Terrible subject to even discuss.
How about the 'nicest person' instead.
