I'm not quite sure whether I understand your question, but if it is about why some people are white, it is supposed to be because of the following: white skin is a mutation that appeared on some of those peoples living in latitudes with scarce sunlight. We need sunlight for our vitamin D production, so where there are less hours of sunshine it is better to have fair skin to make better use of the little of sunlight there is. Dark skin works fine for regions with more sunlight, because it protects from sunburns yet allows for enough vitamin D production. This does not mean that all those who live nearer the poles are white - they are not, just think of the Inuit. White skin is simply a mutation that appeared at some point in certain places and worked out fine for some peoples.
