    Yes, but you really need to clean up the rusted 'whatever' and cover it with a rust inhibitor or 'rustolium' ..

    Yep, sand it back smooth,paint some rust converter on it,wait for it to dry,then paint over it,after using undercoat..>>>>>>>><<<<<<<<..Image result for rust converter photo

    They used to say that Coke would take rust off of chrome, but it never worked for me when I had my '70 Nova .My bro used to use a Brillo pad on rust. He thought that worked  :-\

    Go to home depot and ask for a rust inhibitor
