Depends if the 80cc is 2 stroke or 4 stroke, I would guess between 5 to 12 hp. 2 stroke needing more RPM to reach the HP rating, the (ringading) factor.

4 stroke,16 valves,9to1 compression,
16 valves is hardly 80cc!! :) My 8 cyl HEMI has 350 Cu In with 16 spark plugs. Like an aircraft engine.
Depends on a few factors. compression, carb jet, airflow and exhaust, you might get around 7 or 8hp.
