Turning the turf is OK, but you MUST remove all of the grass and weeds or they will continue to grow and possibly take over your garden if you don't weed everyday. Instead of turning it over, cut it in squares like sod, pull it up and replant it somewhere.

Then you can plant as soon as your earth is ready and free from grass, and weeds, rocks, etc.
