      Drill holes down through the top of it and pour bleach into the holes. This will hasted the rot.

          You're welcome. Use the biggest and longest bit you have. A couple days of bleaching to make sure the stump is good and saturated should do the trick. If you have animals, keep them away from the stump ;)
