    are there any medical tests that can determine if a person ever had chlamydia?

       You could have an antibody test done (microimmunofluorescence) or an enzyme-linked immunoassay; a positive test would confirm the reason for fallopian tube damage.  However, a positive test does NOT mean that you're immune to chlamydia; it's very common for a person to be reinfected with it.
