    Further to my question regarding the dividing boundry fence,if the other party will not pay for half the cost, what further action can be taken

    Pay for it yourself, and put a caviet on his property, that bill will then become payable before he can sell. Or if it a matter of the money now, you have to pursue it through the courts as an unpaid debt.
