    Because they haven't been trained to use doormats.

    I think it goes way back in their evolution.Originally covering up their scent in case larger predators were tracking them.

    As Tommyh says-- He is dead on-- Also, watch a dog just before it lays down, it will walk in a circle-- This is also a left over evolutionary remnant-- It is flattening out its bedding and also ridding the area of bugs. 

    Most articles I have read indicate it is a trait that comes from wolves, and it is part of the territory marking process. The more dominant dog tends to do it more often.

    I think it means  he's  finished
