    Neighbours overflow pipe

A neighbours overflow pipe is leaking into my mother-in-laws garden causing a "swamp". They have been informed of it but do nothing. What can we do?

You could also try the Zoning board (usually located in your town hall). They will send an inspector to assess the situation.

Is there an environmental agency that covers your area? I would call them and ask if they could help or lead you in the right direction.
