20.5* Celsius is the equivalent of 69* Fahrenheit. Depending on where you live and what temperatures you are used to, it's difficult to say. Where I live, if it's 20*C, no wind and the sun is shining, it's almost perfect!

20.5 degrees is BELOW freezing.  How could you think it ISN'T cold?

20.5C can feel cool...even cold, in a breeze, if the humidity is quite low and your skin is damp. 

It might depend upon what the person is accustomed to. If I live in Fairbanks, AK, and it's the middle of winter there, it would probably feel balmy. If I live in Miami, FL, it would likely feel cold.

when we were in the Carribean, the taxi drivers said when it got down to  70 F. , they thought it was chilly and put a lap robe on all day. LOL
