you moved it, probably by accident. Hold your mouse over the task bar that is now at the top of your sceen. Click down on the left mouse button and while holding it down, move your mouse. The taskbar will release from the top and you can move it back to the bottom.

Never mind. I just figured it out. I unlocked the task bar and yes, it can be moved. 15 years with a computer and I'm just finding that out, lol
