picture manager seems to have taken over my files, its very difficult to access anything as this program comes up no matter what I attempt to access, including email, internet etc

re question about picture manager, a friend downloaded some photos for me and now it seems picture manager has "grabbed" onto everything that has a picture including emails, the net etc, it pops up on absolutely everything, the computer will not allow me to restore saying it does not recognize the program, Im not terribly computer literate but have tried everything I can think of.Any ideas?
