Does it make sense to shut off florescent light for a few minutes and then light it back on?

No. it will shorten its life.

Why would you do that??? are they blinking? I have done it when they are blinking, and they have come back on steady. .... but florecent lights are terrible for ppl with epilepsy and ADD. So i try to kept then off and use natural lighting or house lighting.
