    Yes. You should peel them first and freeze them whole or grind and then freeze.  You could do the same with ginger.

    No need to.  Simply peel the garlic, put it in a container and refrigerate it.

    I have never tried to freeze it so I cannot answer your question.  When I have more fresh garlic than I need I peel the garlic and put it in a glass jar with olive oil.  It keeps very well in the refrigerator for a long time.
