Most Government checks for the month of August were mailed out prior to the 1st of the month. Direct deposit recipients received that money electronically.
If your grandfather hasn't received his check yet I would assume there are other circumstances involved.
I would contact the Veterans Administration in your grand fathers area first thing Monday morning to get it straightened out.
