Comical but incorrect.
I was in Rio back in '75 while with the US Navy. At the time, groups of people were being surrounded by youths and being robbed and in some cases stabbed. Our superiors warned us to be careful while roaming the city. I found Rio rather interesting and had no problems with anyone. Granted, that was a LONG time ago and I hope its different now.
