    I believe the phrase is older than that - probably early to mid twentieth century. There have been many periods in Chinese history for which it would be appropriate. My suggestion is the Warlord Era (1916-28) that followed the collapse of the Qing Dynasty. The country was divided among military cliques which fought each other for control, plunging China into chaos.
