Is Reclast for someone with osteopinia considered preventive care?

I have Reclast treatments once a year, I have osteoporosis now. Unfortunately, they didn't have Reclast when I had osteopenia and I was forced to use two different pills which I found out I couldn't take.

It is considered a method of slowing down the osteopenia before it becomes full blown osteoporosis. It will still develop, but it will take longer than it would with no treatment.
