      Rain is falling.    (That is a complete sentence, grammatically correct)
      It is raining.  (Same)
      Its raining.    (This is not correct.  "ITS" is a possessive pronoun. The dog went into its house.
      It's raining.  (The contraction "it's" stands for "it is")
