You can obtain a credit report on a tenant by joining a service to do so.
Not all services charge an annual fee. The reason that you have to join is that you need to meet certain requirements, provide specific documentation that you own the home and have the applicant's permission to run the report.

Both are fairly cheap and easy to set up accounts with. Neither has an annual fee - they only charge per report.
