    If employee reports to work & there is no work available that day, is employer required to pay a minimum compensation of 3 hours?

    Check your employee hand book, or if its a union shop, check with your union rep.

    i use to work for temp companies, for five years.  they had a rule if they sent people out to a job site, the company had to pay for a minimum of 4 hours, whether one, 8 or no hours of worked.
