    will they make my wife of 28 years my judiciary & release my checks & back pay or will they(v.a.) make some person that gets a percentage of my pension & tell me what,when,& how much I can spend

      I can't see why your wife would not be made judiciary. You can do that yourself. The government has no control over that.  They just need to send you your checks.
